That's ONE example of turn of the millennium femininity. At this same time, Spears and Aguilera were at the height of their fame, and lots of gals mimicked these pop stars by walking around with their whale tails hanging out, pretending to be intellectually vacant, and sometimes dyeing their hair strange colors like the latter*. That said, I get what you're implying, and there's truth to it:

That era of what we today call Post-Feminist Girl Power, whatever flaws it had, was one in which being feminine and sexy weren't seen as "catering to the male gaze", thus it wasn't chic at that point in history for gals to look and speak as if they were unfit for the inside of a dumpster
