The age of consent here in Canada is 16 years, which means that the law here does not see it that way. What you are saying really only applies if you are in a position of authority over the child, like a teacher, or if you are paying for it, etc....

There is no minimal age of consent for going up a a woman or girl and saying hello or even having a non-sexual date. It may be extremely social taboo, but it's not illegal.
