It's not the arrest, that's everything related to the bust, the vice department, resources, court fees, appointed representation, investigation, salaries to those involved in arrest and prosecution, lock-up in the tombs until bail is posted, everything. And you know, that's exactly what they do in those places that it's currently legal. In Nevada, pros are screened weekly for any and all communicable diseases, the Johns are checked for any visual symptoms before commencement, condoms are 100% required, no possible option of going without for any reason. If the condom breaks during the act, the girl is immediately pulled off the line for weeks or even months until they can be certain that no infection took place. Girls that show any obvious signs of drug use are immediately blackballed. In Nevada, there has never been a single reported case of AIDS or HIV transfer to either john or pro in any legal brothel. Even occurances of more (relatively) minor infections like HPV or herpes are hundreds of times lower than among the general population.

Very similar here in Australia. Condoms are 100% MUST! Girls are checked initially to get a certificate to work in the sex industry, and they must be clean to get this certificate. After that, they are checked monthly, sometimes 3 monthly for blood tests. And according to research undertaken into the field, you are more likely to get infected by an STD by having sex with your partner who may be unfaithful, than having sex with a sex worker.

It is the illegal street workers and trafficed woman who work in unknown brothels hidden down an alley that are more likely to carry a disease!
