Let's say your isp is blocking a porn site, or a torrent site, or something else, or doesn't allow torrent traffic. Usually this will be concerning torrents. There is a program out there which shapes internet traffic, the more you use internet, the better it shapes the traffic, it learns, as a result your isp can no longer tell what the heck you doing, and you are able to visit torrent trackers, download torrents, porn sites, etc, etc...
It's called cFosSpeed. You can get a trial reset for it, but it's one of those things which you better buy, worth every penny.
Another thing is TorBrowser, but that is useful to access and download torrents, if your isp is blocking torrent traffic, it won't help you much. So obfuscate and make them wonder.
