Outta curiosity what kind of VW is it and what sorta mods?

It's a 91 Passat 2.0L 16V with a 1.8L 16V head for higher compression, removed intake restrictor and full stainless steel catback with a borla muffler.

While it probably is a prank (he found your phone number because he is in parliament? C'mon now), I think you handled things well. Calling the police was a good move to cover liability in case you are forced into an action where you'd have to defend yourself. Lawyers these days can be a hassle even if you were justified.
