SOOO.. If Hillary is elected then we too can do whatever we want, right? Then just say "it's time to move on" when law enforcement and Congress start asking questions. That's the way I read this. Just think of all of the illegal things we will get to do under this new standard of law. Since the Constitution will be null not long after H takes office now we at least know what to say in place of "I plead the 5th"; we just say "It's time to move on" and charges for our crimes will go away. Niiice...
