The pool at our condo has a gate. If I open the gate and come in she'll know that I just wanted to talk to her, and I have a hard time hiding my horniness I don't want to keep looking at her ass as I talk to her.

The frame should be "it's my territory. We are neighbours. Who are you? Nice seeing you tan here all the time. How about some lemonade after the tanning because I'm sure you're dehydrated".

I'd play it something like that. It's playful and not too forward. But she will get the idea and be able to either give you more openings or just laugh it off and say you're too young.

And even if she does say you're too young, or something similar, it doesn't matter. You might well be too young or inexperienced for her taste. It's nothing to be taken personally. It's just her preference what she wants.
