I'd say the average is more like 16+. The common range is 16-18, with most having a Romeo and Juliet sort of provision that pushes it lower in certain circumstances. As for Canada, "The Tackling Violent Crime Act took effect on 1 May 2008, raising the age of consent to 16 from 14."
