is it okay to call up numbers during the work-day

I'd call during day. No messages. Then I'd call in the evening. I agree, SMS is for highschoolers - plus you paying money for a falsly thought risk safe and single dimentional conversation. She says she's busy, tell her to call you back.

Night time is best, mid-week, preferably in the 9-10 pm range. This gives you the best chance of reaching her when she's not distracted.

Always call, don't mess around with that message crap.
