It's hard to put a number on that one. Every girl is different.
It could be the first date or it could be a few weeks.
But generally it's reasonable to expect some intimacy / fooling around (even if not sex) by date three.

Hard to tell exactly the moment, but a good benchmark is the degree of physical escalation, lets say that by date 3 even with a very serious girls there should be a make out session with some touching here and there.
If she doesnt allow it, she eithers doesnt like you or she likes you but want to hold you by the balls (the second one usually leads her to the first one).
It's not so much some particular result but the escalation which has to be smooth and progressive.
