Anything I could've done with this approach?

So I seen a well dressed Hb9, tall, athletic in her late 20s

She was texting on the phone immersed and seemed closed off

She is taller than me

I approached as she was walking

I said "hello hello"

She then looked and sort a half smiled

I said "I saw you and wanted to say hi to you"

I went in confident and communicated well

She did smile

She smiled and said "aww, thank you" "I can't really" and she walked off.

She was warm and from that behaviour I sensed another day she could've been up for it, she seemed the open type

I haven't been going to the gym, I'm slim, however I'll go back

Anything else I could've done?

How about next time don't approach a woman as a beggar:

I said "I saw you and wanted to say hi to you"

and definitely not when she's busy:

That's a really polite rejection, but a rejection nonetheless. The "I can't really" indicates she's aware of what you're doing, but she's not interested (now or ever).

In my experience when a girl is on her phone like that you can’t just go up to them and start with the whole “hey how are you? I wanted to come over and talk to you”. Never works. The only shot you have is walk by her and say something funny, but keep walking. If she responds, depending on what she says then you can stop.

What would you recommend to adjust? I'll approach women when they are walking towards me

She was likely not open to being approached. If you were 6'0"+ and fit/muscular, you might have caught her attention.

Almost no women are open to being approached by a man shorter than they are.
