Dry spells are self-perpetuating. (I'm in a record-breaking one now.). I'm not sure of the exact mechanism that makes it so. I'm guessing that there is some extremely subtle awkwardness/neediness/creepiness that creeps in (pun intended) to the guy's vibe, body language, facial expressions, etc.

Not everywhere it's illegal, or if it's legal it's actually enforced rigorously. In fact I think indoors operations are less likely to be enforced.

The fun is in the fact that you got a woman to submit to your carnal desires over money and she can't say no to you. You can only say no to her sexual advances.
