Just go through with the prom idea, and do'nt be scared of her ex, if he gets violent... he's the one loosing, since violence really dosn't solve much.

Surprise her, take her to a place she won't expect. If there's a beach near you, watch a sunset with her, do something romantic, bring a rose. (Just a single one, or you could even just pick a flower near you) Just when the sun goes down is the perfect time to make a move.

If you value your friendship with her, just forget those romantic thoughts, if not... show her slowly that you wouldn't mind being more than a friend. 2 steps forward, and 1 back.

As Analyzeit clearly says, you got to make a move, if she wants more than a friendship, kissing her should'nt be a problem at all, you just need the right time and atmosphere.

Just go for it, if she's not interested, she'll be the one losing something. Remember, you're always the most awesome thing that can happen to a girl.

As Giacobe says, show her that you have the energy and is different compared to all the other guys, "dominate" her so she really dosn't have a choice.
