I was just curious on when to move in for the 1st kiss with a girl. Also what are some tips or techniques for kissing?

Hmm, when I did it, built up to the moment by gradually increasing kino. That is how you lead up to it.
For your first kiss, go sitting down or standing up. If sitting sit next to eachother, if standing, face eacother ( I did it sitting ). Now, stroke her hair and talk for a few minutes. If she doesn't mind the hair toussling, the chances are she is ready for a kiss. It's very simple.
