I believe things like this are something that you're born with...little oddities in our DNA. Like double-jointedness, or an excessively scratchy voice. The best way I can describe these is to flex your tongue whilst thinking about the position you want to achieve. Also, using your fingers to mold your tongue might get you an idea of how you need to flex your tongue to shape it as such.
In my highschool biology class, I learned that the "figures" you can do with your tongue are determined by your genes. But still I'm so surprised to see that this little cutie can do so many.
Personally I can only "flip" my tongue to the left, that's all.
